Protection Strategy and Robustness of  Maghreb Electrical System: An Analytical Study

Abstract
The major incidents are rare but their potential consequences can be very serious. The regional or national black out in the system causes the paralysis of the economic activity and an upheaval of the social life all the more marked as the breakdown is longer and wider. It is necessary for this reason to underline the correlation between the geographical extent of a black out zone and the duration of its realimentation, being given the specific difficulties of the reconstitution of a great system after collapse. In the case this occur, a plan of restoration of the network must be established beforehand. It is thus justified to make the provisions suitable to control the incidents when they happen, in order to limit the consequences in terms of extent, duration of the black out and to prepare a fast and effective realimentation for the affected consumers. The approach of the majority of the electricity companies on these problems resulted in putting a whole of measurements called plan of defence, which based on the electrotechnical phenomena brought during incidents and their own dynamics. In this paper, we present the principle of defence plan design into preventive and curative action. Implementation of the defence plans integrating two groups of defensive measurements : local measurements of defence recommended generally for the lines of interconnection and centralized measurements of defence or co-ordinated called special protection system (SPS). A synthesis study of 111 centralized defence Plans made it possible to raise the strong and weak points of the whole of these defence plans. Finally the defence plans of the maghreb electrical system , as well as the encountered difficulties of implementation, were presented, commented and evaluated in order to create a new future optimal strategy.
